Canadian lawyer-politician Clifford Sifton was instrumental in development of a system for financing new railways to isolated areas in Canada’s western territories. A dominant figure in Manitoba’s government, the staunch westerner joined the federal Liberal government of Wilfred Laurier in 1896, and accepted the position of Minister of the Interior.

Early efforts to encourage settlement in Canada’s west had been ill conceived and poorly administered. Few homesteaders arrived in Manitoba and the Northwest Territories, which included present provinces of Saskatchewan and Alberta, following completion of the Canadian Pacific Railway (CPR) in 1885.
